The California Department of Homeland Security launched an investigation into the state's controversial program that allegedly prioritizes illegal immigrants over American citizens by distributing welfare payments to undocumented individuals who cannot legally receive Social Security benefits.

DHS released a statement declaring the California program violates Trump Administration executive orders that prohibit giving Social Security funds to illegal immigrants. The department will conduct a thorough investigation into these practices.

Immigration and Customs Enforcement's Homeland Security Investigations Los Angeles Field Office delivered a Title 8 subpoena to California's Cash Assistance Program for Immigrants (CAPI). This program gives benefits to foreign nationals who cannot receive Social Security benefits due to their immigration status.

The subpoena demands comprehensive records from the Los Angeles County Department of Public Social Services, which runs the state program. Officials want to verify whether ineligible illegal immigrants received Supplemental Security Income (SSI) from the Social Security Administration between January 2021 and now.

After requesting extensive information about California's Social Security funding recipients, the statement explained how President Trump acted to prevent states like California from depleting Social Security by giving it to illegal immigrants.

President Donald Trump signed the Memorandum Preventing Illegal Aliens from Obtaining Social Security Act Benefits on April 15, 2025. This action aims to eliminate incentives for illegal immigration while protecting taxpayer money.

The memorandum instructs the Secretary of Homeland Security to work with the Secretaries of Labor and Health and Human Services, the Commissioner of the Social Security Administration, and the Attorney General. These officials must ensure ineligible illegal immigrants receive no Social Security program funds and prioritize civil or criminal enforcement against states or localities that violate Title IV of the Personal Responsibility and Work Opportunity Reconciliation Act.

The Biden administration worsened the situation of illegal immigrants draining Social Security resources. The DHS statement revealed that over 2 million ineligible illegal immigrants received Social Security Numbers in fiscal year 2024 alone. Under President Trump's direction, the Department of Homeland Security will partner with federal agencies to fulfill his commitment to prioritize Americans and their tax dollars.

DHS Secretary Kristi Noem spoke about the issue by stating that California placed illegal immigrants above Californians. She said radical left politicians in California favor illegal immigrants over American citizens by providing undocumented individuals with cash benefits.

She demanded all illegal immigrants depart immediately because the federal benefits system has ended. Noem explained that the Trump Administration works together to find abuse and misuse of public benefits. The administration ensures people living illegally in the country receive no federal benefits or financial rewards for staying illegally.

Governor Noem concluded by stating the investigation will spread throughout California. She repeated that welfare programs for illegal immigrants are ending. She warned illegal immigrants to leave immediately because the benefits system has stopped. She noted that while this subpoena targets only Los Angeles County, it represents just the start of broader action.
